TRAI starts the long process of framing rules for modern telecom networks

TRAI (Telecom Regulatory Authority of India) has initiated the process of making a series of rules aimed at modern telecom networks that are to be installed in the country soon. These rules are set to assume special relevance to 4G services which are gearing up to start a major boom in the market later this year.

The main purpose of this sets of rules by TRAI will be to regulate the issues that are arising even as traditional telecommunication systems are moving towards modern internet protocol-based systems. The results arise in the co-existence of legacy networks along with them and this situation definitely needs regulations to be imposed.

The presence of both these systems, according to TRAI, could give rise to various operational, inter-connection and service quality issues that requiring solutions before successful migration to internet protocol (IP) based networks. The problem is further complicated by the fact that at their core, the networks of all telecom companies in India are inter-connected.

As revealed by Zee News, regulations exist currently to ensure that no service provider faces discrimination due to competition in terms of rejecting or degrading connectivity of network. But these rules apply to old technologies and with IP adoption on the rise, they need to be enhanced further.

A consultation paper has been released TRAI to address the matter. It asks the views of concerned parties on various topics like IP inter-connection issues, co-existence of legacy networks with new ones, requirement of regulatory intervention and so on.

July 21 is the last date for the submission of comments on the paper and by July 28, counter comments will be considered. The final rules will be set by TRAI after considering relevant input provided accordingly.
