DoT to notify guidelines for spectrum sharing within a week

Telecom companies have been falling back on the excuse of inadequate airwaves for poor quality of service, something that the government will be handling by notifying guidelines for spectrum sharing withing a week’s time. DoT (Department of Telecommunications) will make public the relevant rules, though implementation of these trading regulations will require more time.

The main aim is to reduce network congestion and call drop rates. Back in August, a report had explained that both large as well as small mobile operators stand to benefit from spectrum sharing. So making a winning bid at the auctions would not be the only way to acquire blocks. But it did not support the idea of telecom companies leasing out the airwaves belonging to them.

Spectrum trading will enable operators to sell their right to use the airwaves they’ve won through auction, to another service provider in need of it. At present, this is not permitted by the telecom regulatory authorities in India. The government already nodded its approval of the sharing guidelines on August 12 last month, according to a post on PTI.

Telecom secretary Rakesh Garg, was supposed to meet with DoT to comb through the details and determine the due processes. Mobile operators have asked for certain points to be cleared up. They want to know how the price at which they can sell airwaves is decided. They have also questioned how the revenue they earn by trading airwaves will be treated.

Additionally, DoT has yet to reveal the spectrum cap. This refers to the limit on airwaves that can be held by a telecom company for providing wireless services. All of these points are expected to be tackled by the authorities very soon.
